Skypeout? Skype 的新服務!!

果然這家公司終究還是朝著營利的方向邁進，也許它是繼 P2P 的 MP3 Download 業務之後另一個可以使用 P2P 技術賺到錢的點子，在 Skype 襲捲整個網路語音通訊市場之後，令人期待的新服務出現了。除了 PC to PC 的語音功能之外，現在又多了一項 PC to Phone 的功能可以選擇，而且難得的是它一推出，就涵蓋了這個星球上的多數地區。最重要的是在它的 Global Rate Area 中，包含了許多我們經常通訊的地區在內。

目前網路上的中文文章以『中央大學松濤風情資訊站』的這一篇文章的內容最為詳細，除了翻譯 Skype 官方文件外，內容中還加上作者自己的實測經驗與費率比較。

Global Rate?! 這是一個非常低的通訊價格，在此列表中的地區，你都可以使用每分鐘 0.012 歐元的通訊費率 (發文的同時，它大約是 NTD$ 0.48)。

由於 Skypeout 的通訊費用極低，若你經常撥打的地區是在 Global Rate 中，以每分鐘 0.012 歐元的費用計算的話，初次購買通話點數時，我建議大家購買 10 歐元的試用即可，因為它有 180 天的使用限制，每次購買會再展延 180 天，因為通訊費用很低，所以能不能在 180 天內打完所購買的點數，可能會是一個挑戰... :p

目前測試過的通訊品質為: 『尚可』，Skype 在 PC to PC 的通訊模式中可以得到優於 Phone to Phone 的品質，但是使用 PC to Phone 時，其通訊品質略低於 Phone to Phone，但是對於經常撥打國際長途的朋友來說，可以省下一大筆的通訊費用，其價格/品質比來說也算是很划得來的了。

[通訊錄管理]
在目前版本的 Skype 並未提供一個好用的通訊錄管理介面給 Skypeout 的功能使用，不過經過測試，先前我在『Skype 的網頁呼叫連結製作法 暨 臭虫報告』這一篇文章中所提到的 callto:// 功能可以利用在 Skypeout 中，所以你可以自己編輯一個 HTML 檔案，使用超連結來管理你自己的 Skypeout 通訊錄。這個功能也許以後 Skype 會想要整合在自身的程式中或是 Outlook 的通訊錄管理也說不定!!

Skypeout, 它不是宣告誰已經出局，而是在告訴大家，Skype 準備走出來了!!!

SkypeOut FAQ （使用方法與計費方式擇要說明）

首先到「工具」 -> Go to my account page，以信用卡買點數，就可以用
SkypeOut 打到一般電話號碼。

直接在地址列輸入號碼，或用Skype 撥號鍵（到「檢視」─選「檢視撥號鍵」）；
遇到分機號碼時，使用Skype 撥號鍵。

使用 SkypeOut 打一般電話號碼，即使是市內電話，仍然必須包含完整的
00 ＋國碼 ＋區碼 ＋電話號碼；你也可以用 "+" 或"011" 取代國碼前面的 "00".

例如打美國的電話號碼 (555) 555-1234 時，美國的國碼是1，所以有下列
幾種打法（底下號碼間的空格僅為便於觀看，撥號時不要有空格）：

+1 555 555 1234
00 1 555 1234
011 1 555 1234

一般打國際電話到臺灣 (國碼 886 ) 時，區碼最前面的0 要省略，
例如打台北市的中國時報 (02) 2304-7103：

中壢中央大學電話 (03)422-7151：
+886 3 422 7151

（只是舉例說明，各位沒事不要打中國時報或中央大學的電話測試，
若要測試通話品質，最好打自己家裡的電話！）

常用的電話號碼，可以用「新增聯絡人」的方式，加入聯絡人清單內直接撥打。

Skype 現在的版本＊不能＊打如911, 119, 110 等緊急服務電話。

Skype 現在的版本中，Skype 撥號鍵沒有 + 符號，必須以電腦的鍵盤輸入。

SkypeOut 的帳號餘額、付款紀錄、打一般、行動電話的通話記錄，
可以到「工具」 -> Go to my account page 查詢

在會議通話模式中，只可以有一位與會者使用一般電話或行動電話。
（Skype 會議由頻寬與CPU最好的那位出面主持召集，通話品質最理想。
召集會議有兩個方法：
1. 先按著 Ctrl 鍵，用滑鼠選聯絡人，然後用滑鼠按上面三個人的icon.
2. 用滑鼠點選那三個人的icon，進入召集會議的視窗邀請聯絡人開會。）

出現 Error 9500 ，表示你打的電話號碼不存在，請確認號碼與撥號方式。

所有的 SkypeOut 點數會在購買180天後失效，如果在失效前添購點數，
則點數失效日期自動順延180天。

保存Skypeout的帳號點數，並不必需要每月、每星期打，帳號在最近
添購點數的180天內都有效。

通話時間達5秒鐘，都算有效的通話，必須付費。計費方式以分鐘為單位，
不足一分鐘者，都以一分鐘計算，例如通話 12分24秒，以13分鐘計算付費。

通話費率以目的地為計算標準，不論從哪裡打到同一國家或地點，費用都相同。

外加的 15% VAT 稅金費用，只適用於歐盟的居民，購買點數時一併計算在內。

PC 對PC 的通話維持免費。

Skype 不退費，如果對收費有意見，聯絡客戶服務。

1歐元 ＝ 40.8937 新台幣 (2004-06-25)
SkypeOut收費表，單位是「歐元/每分鐘」；費率會隨時變動，
使用前最好登入 SkypeOut 帳號，以確認自己的點數和收費標準。

（目前打到臺灣、美國的一般電話，每分鐘略低於 0.5 台幣。
打到臺灣的行動電話約每分鐘略低於2.4元台幣，美國還是略低於 0.5 台幣，
而打到中國大陸的費用和美國完全一樣！）
